This is a grant for creation and implementation of the cultural development strategy for your city which will become a driver of its social and economic development. You will get up to EUR 30, 000 for the preparation of strategy and up to EUR 300,000 for its implementation. The grants will cover personnel fees, consumables, translation, dissemination of information, and other services related to the project.
The open call is launched by EU4Culture implemented by the Goethe-Institut, the Danish Culture Institute, Czech Centres and the Institut Français in Georgia. This is one of the thousands of EU opportunities for Ukraine.

What do I get?
- Up to EUR 30,000 for the preparation and up to EUR 300,000 for the implementation of the Cultural Development Strategy.
- Up to EUR 1,000 for preparation of a full application if you pass the pre-selection.
- An opportunity of networking and experience exchange with the representatives of cities from Armenia, Azerbaijan, Georgia, and Moldova.
Can I apply?
This is a contest for the cities that meet the following criteria:
- non-capital
- at least 200, 000 or more inhabitants
- fully controlled by official governments as recognised by international law
- with unfettered accessibility, as well as with sustainable, verified safety and security for all target groups
The lead applicant must be a regional or local public authority representing the culture, or a non-profit organisation acting on their behalf and directly responsible for the project.
What do I need to apply?
The application process consists of three stages:
- Concept note: describe the cultural environment and provide a general vision of policy measures related to the development.
- In the second stage, you will submit the full application, provide the budget, and documents confirming that you have the funding, team, and authority to implement the strategy.
- In the final stage you will prepare the cultural development strategy.
How do I apply?
Read the application guidelines carefully and submit the online application in English or Ukrainian.
Good to know
- Preference will be given to the cities without a history of EU-funding in the area of culture.
- All questions and answers will be published on the website. Unfortunately, you will not have individual consultations concerning the application.
